Founding a Province

The following will outline the process of establishing a new game province within Bellum Aeternus.
This document is designed to give anyone thinking about creating a new province within Bellum Aeternus an idea of what will be required of them and what the Community Governors will do to help them in this task. It is a basic outline on purpose, as each game is unique and requires individualized creation processes. Once the commitment is made to try to create a new province, a Community governor will be assigned to assist you. At that time they will explain any and all questions on the process and elaborate as needed.

Forum Creation
A province in development may already have existing forums from having been a Community Game. If not, the Development Community Governor may create a forum to assist with the creation of the requested province. The newly created forum will be used to explore potential development only and is no guarantee that a Bellum Aeternus province will be granted or formed. It is the role of the Development Community Governor to assist in developing the province as well as assessing the province's longterm viability. The Community Governor, after the 30 day developmental period has been reached, will then submit a report to the Senate for final review. Further details will be made known to potential provincial leadership during the creation process.
Once your GAME forum is established, you will have 30 days to accomplish the following:
Identification of Provincial Leadership
Create a thread with players posting leadership intentions. Note: We will NOT pick your leader for you! Once a consensus has been reached, that person(s) will be the contact point and be given further responsibilities to develop the province. One note: the phrase "too many cooks in the kitchen" has proven itself true countless times in our BA history. Don't worry -- potential Governors will have the advice of every member of the Senate at their disposal in the future (which includes Senate provincial representatives from all BA games as well as named Council Advisors),
Identification of a Player Base
Once the potential Governors(s) has/have been identified, we can progress further with other metrics that don't need public posting. We as Legates, when we look at longterm feasibility of the province, want to know how many unique users play, how long they HAVE played, etc. Create a thread with players posting ONCE (unique posters only) to determine sheer numbers. Each post should also list length of time playing the game, character level information, etc. The Community Governor should be able to judge level of commitment by the post.
Ranks within Provinces
Each Province has its own game specific rank structure. Ranks are not universal. Being a Centurion in one Province simply means that you have certain responsibilities in that Province, and are otherwise free to enjoy the freedom of being a Legionnaire in any other Province.
Across each game we do try to use the same terminology. The following roles should be found in all Provinces. Additional duties and/or ranks may be defined in The Path for each Province.
Governors
Governors are self nominated from the founding members of a Province that are approved by the Legates for a new game. The first governor'(s) is/are the one who starts up the new game. Governors are responsible for producing initial documentation for a new Province. Governors may also be appointed by a unanimous vote by the Governors of that province - as per need.
Governors have complete control of their province, but have the right to pass any extreme situations to the Legates if they desire. Legate's retain the right to override any decision of the governors, however this may only be done by a vote of the Senate.
Legates may also be Governors.
Governors have complete control over their respective provinces, from leadership structure to qualifications. Although Governors should attempt to use the existing internal leadership structure, it is not required. When more than one Governor exists for a Province, decision making is governed through the "Bellum Aeternus Decision Making Process."
Centurions
In general, Centurions are the Squad/Group leaders. They will form and lead groups, calling strategy and moves. Centurions are also responsible for maintaining the quality of Bellum Aeternus by enforcing the rules and ensuring that everyone is having FUN.
Centurions have a secondary role as the teachers of the outfit, helping teach The Path, as needed, and ensuring that everyone understands their duties. Furthermore, recruitment is primarily the domain of the Centurion.
Legionnaires:
These are the general members, and they are the lifeblood of Bellum Aeternus. The above ranks exist solely to support Legionnaires. By signing the pledge, each Legionnaire makes a commitment to Bellum Aeternus stating that they have read and understand The Path, that they will take the time to learn how we operate within a specific game and that ultimately, they are the kind of person who finds teamwork to be FUN.
Province Creation
Creation of Path Documents
Carried out mostly by potential leadership (ie the interim governor(s)). The Path of your new game will answer questions like what is our play style? Our Mission statement? Leadership will need to use the existing The Path of Bellum Aeternus, as well as other provincial Path documents, to formulate their own Path that is representative of the individual GAME (while remaining true to BA ideals). The Senate gets final review of the document to ensure that it conforms to the BA Path.
Creation of Provincial Goals
Recruiting, training, development, potential starting leadership, plans for a CCT program, requirements of Centurion-type position, etc. Remember that any goal that isn't visible for all leaders isn't a goal that is shared by all. This document should be in the form of a mission statement, and should be as thorough (or as concise) as you feel necessary.
Pledge for GAME
Formulate your own Pledge that is representative of the individual GAME, which will be updated within the Pledgekeeper module. Feel free to look at other Pledges.
Approval
Province Submission to Senate
When all of your creation goals have been met, your Community Governor will submit an application to the Senate to create a new province for GAME. There will be 2 days of discussion followed by a 3-day voting period at which time the province will be accepted or rejected.
Also -- as a final step before submission to the Senate you will be asked to give your honest review of the assistance provided to you by your Community Governor. As Community Governors, we can't improve this process if we don't get honest feedback. Please let us know what what part of the creation process worked for you and what didn't, did you encounter any stumbling blocks, etc.
Provincial Senate Representation
The Governors of your newly created province will serve as your voice in the Bellum Aeternus Senate, which is where the Legatus group, along with all Council Advisors debate changes to the gaming group as a whole.
